When Do You Need Surveillance Inspection?
Surveillance inspection covers three related situations, the root cause of all three being a break in verification rather than a suspected contaminant.
Equipment Failure or Downtime
A metal detector or in-line X-ray system goes offline mid-run, whether from a mechanical fault, a power interruption, or scheduled maintenance that ran long. Product continues to move, or the line stops and restarts, but either way there’s a window where detection wasn’t happening.
Monitoring or Documentation Gap
The inspection task specified in the program wasn’t carried out as written, or the record documenting it is incomplete — a missed check, a skipped log entry, a form that doesn’t match what actually happened on the floor.
Failed Verification Check
An end-of-shift or periodic verification check fails, and everything produced since the last passing check is now unverified — not because anything is known to be wrong, but because the checkpoint that would’ve confirmed it wasn’t met.

Every food safety program has an in-line inspection standard for foreign material detection capabilities. Surveillance inspection is performed to meet that same standard, not a generic third-party threshold, so the resulting record is directly comparable with what the in-line system was meant to deliver in the first place.
What Happens When the Verification Step Fails
A monitoring gap doesn’t mean a product is contaminated. It means the product hasn’t been shown to meet the internal food safety standards your program set — and that absence of proof is what a regulator, auditor, or a customer’s own quality team will ask about first.
Either way, the manufacturer needs one of two things: evidence that the product meets the standard, or a documented basis for disposition. Surveillance inspection provides that.
Turnaround and Scheduling
Surveillance inspection is scheduled and run like FlexXray’s other inspection services — product ships to a FlexXray facility, is inspected against the detection sizes specified in your program, and is returned with a documented record. Turnaround depends on volume and current facility capacity.

Surveillance inspection is a third-party service: FlexXray inspects product manufactured during a gap in a facility’s own detection or monitoring process — for example, while a metal detector was offline — to confirm it meets the detection standard the facility’s food safety program specifies.
The product isn’t necessarily contaminated, but it hasn’t been verified against the standard your food safety program requires. FSMA and HACCP frameworks both call for evaluating affected product and documenting a disposition when a monitoring or critical-limit deviation occurs. Surveillance inspection produces the evidence needed to support that evaluation.
Under FSMA preventive controls requirements, a deviation from a monitoring procedure requires evaluation of the affected product and a documented corrective action (21 CFR 117.145, 117.150). For FSIS-regulated product, a HACCP critical-limit deviation carries the same obligation — a disposition determination for product made during the deviation (9 CFR 417.3).
